- Mount PHONE_HASH_PEPPER secret and enable Stage A hash lookup — Resolves dev signup failures where new users encountered 503 errors during the sealed-identity createUser step. The auth-api Cloud Run service was missing the PHONE_HASH_PEPPER secret mount, causing phone hash lookups to fail after Firebase authentication succeeded. (#566)
