Fixed

• Use reCAPTCHA Enterprise provider for App Check on dev: Resolves App Check failures on dev.ourlantern.app that were blocking invite validation, phone+PIN login, and OTP endpoints. The dev environment uses a reCAPTCHA Enterprise key but was incorrectly initialized with the classic ReCaptchaV3Provider, causing all App Check token requests to fail with 403 errors. (#633) bug
