• Document the agent guidance hierarchy, and add a drift gate for the workflows layer: Six layers of agent guidance (hooks, rules, workflows, skills, context, output style) had no stated rule for which layer a new piece of guidance belongs in. Adds the layer contract and routing test, a --check mode that closes the one layer with no drift protection, and the project-creation skill that gives every new task its own docs folder chained to an issue and a launch-plan row.
